I found this very chaotic. The history of the city kept being on the verge of interesting, but then would disintegrate into confusion again - I am sure that this was a deliberate authorial ploy, a kind of mimesis if you like, but for me it was just kind of annoying.
I think you meant pacing rather than paving? (Unless an especially astute piece of commentary
). I guess the word that comes to mind is frantic! I'd have liked to have more sense of getting to know the place, but that was never granted and in its place there was another scene of mayhem.
I don't mind being dropped into the middle of a book and then having to work out what is going on, but the entire plot felt like I was being repeatedly dropped into confusion. There were moments where I thought I kind of knew where things were headed but much of it was just really hard to decipher. I also thought that perhaps there was going to be some sort of reveal but due to how confusing it was, even the twists that came into the story fell very flat.
